Chigurh represents an encroaching evil (Islam, Immigration, Liberalism) and Carson represents the government or the standard way of enforcing that. He offers the every man (played by Josh Brolin) a solution to facing Chigurh if only he gives him money (taxes) and trust him to take care of it. Only he can't.
