Depends on the festival. Cannes is industry only, Venice has both industry screenings (usually 3 for each competition film) and then usually 2 screenings for public.

Under the Silver Lake kind of depends on where you live, it was released in lot of countries in Europe in 2018 but Dragged Across Concrete was released everywhere in 2019.
