The second half of the review praises Stalone's other recent works and talks about the film, outlining the plot before critiquing it and referencing Sicario and Too Old Too Die Young as media that also use the threat of the Mexican cartels, but do so well, emphasising that it's the writing not the subject matter itself that is at fault.
