Any action taken to prevent zod from achieving his goal would be met with a counter attempt from zod.
No matter what solution supes could make, zod would eventually kill someone innocent. Unlike Superman, who during the entire fight made sure no one got hurt. (Falling buildings don’t count in the DC universe)

Kryptonian tech is organic in nature, and Zod wasn’t interested in colonization. With the World Engine, the Scoutship’s Genesis Chamber, and the Codex, he had everything he needed to resurrect Krypton in a timespan on the order of generations, not centuries.he doesn’t see humans as equal “beings.” He sees us as a complete waste of resources.
Because at that point, Zod had learned to fly, too. Kryptonian flight is a function of willpower. You can see that when Zod and Supes are “falling” back to Earth. They’re not just falling. Zod and Supes are both trying to control where they land. Zod wins that struggle of wills.
You also see Doomsday doing something similar in BvS. When Supes flies into him and Doomsday checks him up, that’s not just because Doomsday is heavy, it’s because he’s mentally resisting being pushed back. That’s also why Supes is flying slower when he carries Doomsday into space.

That's just it. Changing the atmosphere and gravity would "weaken" them somewhat, but they'd still be "super" to some degree. They were shown being able to somehow dampen the excess energy Supes had absorbed on their ship, so it *would* be possible for them to place that same "governor" on their citizenry.

Given no other options, Superman absolutely will kill. It's been canon since at least the 80s. The more powerful and dangerous the opponent, the more likely it is for him to be forced into a situation where he has to. He's killed Zod, he's killed Doomsday, he's killed Faora and Non, and that's just the better-known ones.
What you guys need to internalize is the difference between a righteous kill and murder. Zod's death in MoS was a righteous kill in every conceivable way.
Because Zod can cancel that out at that point. He's learned to fly too. Also, it doesn't solve the problem, only delays the inevitable.
That's what makes him a great villain. It's not hard to imagine humans doing similar in a situation that desperate.
And then what? Zod wasn't going to stop, even if Clark prevented him from killing people at that moment, if the fight kept going Zod would just have more chances to kill people. What if Zod got the advantage next, and killed Clark? Humanity gets genocided, that's what. Whether or not Clark could stop the heat vision is 100% irrelevant, what matters is that's the moment Clark accepted Zod would never stop fighting and did the only thing he could.

When Jor-El is explaining why he chose Earth. In the movies, Superman's powers are a combination of the sun, atmosphere and Earth's lower gravity.

His lasers fucked up her force-field mask. That mask kept them from being assaulted by their off-the-hook senses in Earth's environment. The same thing happened to Zod earlier in the same scene. It's not the force of the missile's explosion that knocks her out, it's sensory overload.
