I know this gets posted a lot, but the sheriff is a Korean war vet. Basically after the Korean war was over all the vets were basically told to get over it and continue on with their lives. However, since the Vietnam war was the first war to be so heavily covered by the media the vets had tons attention and were kind of allowed to drift off into homelessness. So the sheriff has a huge chip on his shoulder seeing a homeless Vietnam bum wandering around his town.
Also in the book Rambo is a bit more deserving of punishment.
