Two factors:
SJW movement and the lack of pay pushed all the good and serious writers out from the industry.
I remember the writer's strike and how there was no real formal victory for the writers in the end. A lot of the good writers probably left the industry right then.
The strength of all forms of entertainment rely on the strength of the writers and the ideas behind them.
People with Harry Potter levels of creativity see no reason why they should sell their idea for peanuts.
There are probably tons of great stories that are neither being written into books (since that's a huge effort) nor being offered as screenplays since Hollywood would just steal the ideas without giving the author credit.
