Some people might argue that the now infamous CIA shot is not good kino. They would be wrong. Every piece of this shot was designed down to the letter, it comes together to create something that brings tears to the eyes of those who understand true kino.
Lets start with CIA man himself. Look at that pose. Hands in his belt, showing the strength of his character. The spread legs and straight back tell the audience he is a man who means business. The choice of clothing is important too, blue is a soothing color. The light of his shirt settles the audience before the big up coming action scene, yet the darker blue of the jacket lets them know to be ready. I don't even need to go into the cargo pants, the connection between those and the legacy of legendary filmmaker Florian Tourneur is an obvious, but well crafted nod to one of the masters of the art.
Lets move on. The plane itself. The choice of plane was important. See those windows? Five of them in the shot. An even number would throw the audience, its subtle but just another example of the shots brilliance. The men around the plane meanwhile are set up in a very deliberate manner. Starting with the two posed behind CIA man. Together they form a triangle, with CIA man being the tip. This is called a triangle of power, a very common (But often woefully ignored) choice to subtly lead the eye towards the lead actor in the scene.
On the left you have the man facing away. This is a funny little choice but I think it works. The man is clearly about to urinate. Its a dig at the critics, the people who won't understand this mastery. A bit big headed perhaps but its cute none the less, and will only be picked by the true masters of the craft.
The backdrop has something to say as well. The fires? Well, no guesses as to their meaning. The fire rises, forshadowing Bane and his destruction of the city, which again is forshadowed by the buildings at the very back. They are worn out, run down, just like Batman.
Is this a test run before putting him back into the ocean?

2D animation can't have the same character and environmental detail of film because you need to draw and paint all that shit so it is limited by budget.
As you can see in the screenshots that you posted animation uses some tricks to overcome those limitations, like lots of bloom, lens flare, and particular effects.
