pennywise looks scary, not because he's a clown but because the proportions of his face are all wrong and he always has a malevolent expression and pointy teeth. In fact he'd probably look even creepier without the clown makeup

Clowns shouldn't be scary. That's the thing, by their nature, clowns are inherently not-scary, they're entire existence is to create joy and fun, there are clowning schools and ethics and codes professional clowns follow. The scary clown trope comes from the subversion of that, of taking something that for a very long time was a source of entertainment and making it not so.

The subversion is more common than the trope played straight. Also, the fear of clowns is amongst the most common of phobias.

Well it is these days. Not that there isn't a genuine psychological precedent for it, clowns are people not acting like people, with covered faces and exaggerated expressions. These same aspects are found in most horror film monsters or slasher killers. There's things on the surface level appearance of the clown that makes sense as to why it could be used for something scary, but clowns fundamentally are not designed to be scary. John Wayne Gacy is scary because clowns are supposed to be funny and nice, not horrible serial killers.
