It's kinda hard to explain but basically she's part of an alien race that doesn't traditionally reproduce, but still technically has the ability to.
She committed a bunch of war crimes and horrible acts, then had a son because she wanted to bring life into the world (it's made out to be kinda sweet at the beginning).
Basically since the race doesn't traditionally reproduce, everybody who was wronged by her in the past believes that her son is literally her in a different body and attempts to take their grievances out in him, usually by trying to murder him, destroying earth, etc
