That was intentional. It's a grey area and a touchy one. On the one hand, I personally don't believe any possession of any media whatsoever should be illegal and that no government should have any right to punish anyone for looking at something, however distasteful it is; on the other, in a big picture sort of way it's pretty understandable as, as I said, no government could be seen to condone people jacking off to child rape - which absolutely is how it would come across to the public as the public do tend to think in extremes like that. There's also the point that it's much more controversial to do away with laws like that than to write them in the first place. To modify a law like that, regardless of how it was presented, would be seen as whichever party or whichever politician or whichever judge actively advocating that kind of behaviour, which by and large is accepted as distasteful. I can't see any judge or governmental body thinking that's a good idea or even a worthwhile enough idea to commit political suicide. So as much as I do see the current state of the law in that area as unjust - though to clarify I certainly don't condone the actual behaviour itself - it's understandable.
