It's good acting in the sense they got what they were going for. It's an adaptation of a manga, and as such the mannerisms of the characters and attitudes are supposed be "overacted and unrealistic to keep the anime and manga feeling. In that sense, they achieved their goal so in a way it's "good" acting.

It's bad acting in the sense that real people don't actually act like that or do any of those things. It's unrealistic and if it were any serious sort of work, this would completely ruin it.

Over acting is normal acting in jap cinema because the audience are soulless bugmen with autistic lack of empathy. Ever wonder why so many autistic western weebs like Japanese cartoons and cinema? Because they 'get it'.
