Sure, but that's pretty much who Spider-man is in the MCU anyways. He proved himself without it at the end of Homecoming, but in every other moment of action in the MCU he's been in a Stark suit. Civil War, most of Homecoming, Infinity War, Endgame, and all of FFH. I don't like what they've done with him as he's not his own character in this universe, but what can you do.

Ultron became a Stark creation because Pym hadn't been introduced.
Mysterio is a disgruntled Stark employee because they introduced lifelike holotech in Civil War, befitting him, and with the level of tech he's using it's more credible that he's working with a special effects team than doing it all on his own.
Obadiah Stane was introduced in the MCU as Tony's mentor to give him easy access to an Iron Monger suit. He conspires with the Ten Rings Not-Taliban because it was the flavour of the time the movie came out. Also the delicious irony that the Taliban are using his own weapons.
Ivan Vanko is introduced as the son of a shunned inventor whom Howard Stark leeched his ideas off to introduce conflict after Iron Man 1 and show it's not all sunshine and roses with the Stark family just because Tony is having second thoughts about selling weapons around the world.
Aldrich Killian wasn't a corporate suit when Tony pissed him off, but being left outside by a poncey playboy is what gave him the incentive to turn his life around. Could've stopped there, but settled for revenge instead, playing into Tony's fears by introducting a leading figure to the Ten Rings, the Osamandarin Laden.
Yeah, no-one wants to have iconic movie villains like Darth Vader anymore.
I'm glad that disney lost. If sony pulls him out of the MCU but keeps holland, they might be able to come full circle and evolve him into the real spider-man, the lead of his own series. No more being tied to the avengers, just move on with him, and we'd have a Spider-Man that dipped his toes in the mcu without being cemented in it.

He was very clearly vindictive against Tony in the movie. Justin saw them as competitors, while Tony didn't pay him any mind at all. Plus Tony completely embarrassed him in the courtroom scene where he exposed Hammer's failed attempts at creating the Iron Man suit.

1) Keeping villains alive requires clever writing about why the hero doesn't just kill them or why they aren't locked up for life. MCU writers are shit and can't do this.
2) Disney doesn't want to be stuck with anymore Robert Downie situations where they have to shell out millions to single actors for extended movies unless they luck out and get an unknown who winds up being popular (and bought for cheap) like Lokis actor.
I don't think Hela is loved for being a great villain, but rather showing off that Cate "Galadriel" Blanchett makes for a sexy goth mommy.
Vulture meanwhile is loved because he is a blue collar worker who displays character, not wanting to rat out Pete even when Scorpion threatens him.

Thanos is the closest thing the MCU has had to a good villain (not even great, just good), and they managed to completely butcher him in his second and final appearance. It's almost an accomplishment for the MCU to be so thoroughly devoid of anything resembling sincerity or consistency.
