Because, for one, he never actually wanted to fight Anakin in the first place. He told Yoda he would prefer to fight the Emperor. Just like you said, he told Anakin to quit it because he had the high ground. He chopped Anakin up in self-defense and once it was done he thought he was done for.

Secondly, it's not like he expected him to be so full of hate, rage, and fear of death that he willed himself to keep going even after all that. You'd think after losing all of his limbs and being set on fire, the guy would give up the ghost. But he didn't.

He only said it in the past tense because he thought this was the last time he would be talking to Anakin. Because, you know, he thought Anakin was dying. He didn't mean it as if the love was all gone.
