Most of those are easy to answer.

1. Gordon pretended to die so that he would be off the radar meaning his skills would not be accounted for in any Joker plans allowing him to surprise the Joker.

2. This is just comic bullshit we have to allow for sueprheroes.

3. It's possible that the reason was explained in some unshown part of the story or that everyone was so focused on a sniper and the mayor himself that they missed what was right under their noses. Happens all the time.

4. I don't see why this seems impossible to you. There's no place on earth that can't be infiltrated and attacked.

5. Until the federal government gives a shit, you'd have a hard time tracking it down. Satellites would really be your best bet and there's no guarantee that he couldn't escape even that.

6. He wasn't retard. Did you not see the cop get shot trying to evacute him?

7. How did they plant a bunch of explosives in that one building in New York years ago? How did they hijack a bunch of planes and ram them into buildings? You seem to be legit retarded as if these things are somehow completely unexplainable to you.

8. The Joker explicitly says if anyone tries to leave he'll blow both boats up and he had done enough shit by now that they believe him. Again, how could this possibly be hard to understand?

9. I believe the assumption was that the Joker would try to use the prison population against the city so they were among the first evacuted to prevent that.

10. Have you ever dealt with cops? They aren't going to sit still while you calmy explain things to them in a high stakes situation where a millisecond could be the difference between life and death and SWAT is ten times worse than cops on this because by the time they get called in, everyone has decided that guns are the only option left.
