Here is my theory
In the mythos of HP lovecraft there exist beings who can change bodies across time, in order to both study other races and periods but also as a method of flinging there entire race away from apocalyptic threats of extinction.
One element of this “body switching” is that it’s victims, once they are returned to there own bodies often have nightmarish dreams and compulsions to return to the great cities and temples once inhabited by this race, eons into the past or future.
In the mountains of madness, we learn one of these eldar races had a great city deep in the mountains of the South Pole, and even more disturbingly within its deep catacombs deformed giant blind penguins lived
Perhaps this poor penguin, unknown to him was a victim of one of these brief body changing procedures, and his mind, that for a time existed in another age deep in the great cities which once flourished deep in those mountains still has a faint memory of them.
And so he is subconsciously compelled back to the Old ones, however unknown to him there city is long gone, and all that awaits him are the desolate ruins in the mountains of madness....
