Exactly this. Leo saw the citizens envelope on damons desk, knew he was the rat then got out of there. Damon knew his cover was blown when he saw the envelope sitting out of place and Leo gone, so he started deleting the files.

It kind of fits Leos character that he wouldn't rationally deal with the situation at hand, he flipped out and ran away instead.

Costigan wasn't a cop. That was the deal. He never graduated, because that would have been too suspicious for Costello. That was the whole point of his role in the movie. Costello would have never trusted him if he'd graduated and become a cop. They trusted him because they think he fucked up and got kicked out. That's why he did time, under cover.

Colin is aiming for a life in politics, which you have almost 0% of a chance at without a family, Madolyn's role is essential. His failure to perform with her is also a driving motivation to his character and thematically crosses over with his authority figures in both the cop and criminal worlds.

It's a minor plot point, spastic. Just because you're uncomfortable with intimacy doesn't mean we are. His interactions with both of them serve to show more facets of their personality - with Costigan, it's how desperate he's getting, and with Sullivan, how he steamrolls over everyone, and is a fraud. And, Costigan starts her doubting her relationship with Sullivan. It's called character development.
But someday, you'll find your perfect movie with no human emotions, and you'll be happy.
