You mean the moon base monolith? That's based on the Clarke short story The Sentinel wherein the Monolith sent out a signal to aliens that man had made it to the Moon. I don't think there's an evolutionary leap made there just a loud ringing

Because it's the simplest way to simulate gravity in space, via centripedal force. We don't have any magic "create gravity" buttons so instead science fiction focuses on what is actually possible, which is spinning a big ring around a central axis to create an outward force that matches earth's gravity.

The ending would of made a lot more sense as the space baby was supposed to be shown disarming all of the orbital weapons platforms and ushering in global peace. But I think having a more explicit ending as well as a topical cold war theme would have hurt the movie. However if you read enough Arthur C Clarke you start to get a fairly exact idea of the kind of "ascended humanity" that the space baby is supposed to represent.
He never kept these things a secret. Maybe he wouldn't say it outright but he'd give you answers if you asked him. Like ghosts in The Shining. He said they're real there's no discussion.
Also 2010 gives decent answers to the questions left by 2001. Those are the best parts of that movie. Not horrible but actually more boring than 2001.
Yeah, it's pretty much necessary for long-term survival in space, unless you want to have to use specialised exercise machines for 15 hours per week like the ISS astronauts do.
Like the first user said, it creates artificial gravity. But yeah at the time Von Braun was trying to build one. Unfortunutely it required a ridiculous budget and the US decided the moon was more important. Its hard to say if the technology was really there to operate a permenant station, but it is still kind of a shame seeing as the scientific value generated by the moon missions are tiny compared to what has been gained from operating permenant orbital stations. Sadly, Von Braun would just have to live with all those anglo women and children he nuked as his only real achievement.
