Superman is pretty easy to write, the point is that he don't fall on the usual "le strong evil man appears and cause rukus until the hero grow some balls and punch him in the face" kind of story. His best villains and stories give him moral dilemas, instead of being just a fight.

So they try to excuse themselves by writing villains that can challenge him morally, because they know they wouldn't be able to write a physical threat convincingly, and even then all those moral challenges amount to empty navel-gazing meant to make Superman look the NICEST HERO EVER. They even play that as some weakness, half-hardheartedly, of course. Because dear forbid Superman actually had a flaw or something.

Even if by magic your muscles had extreme explosion and power, you would still need to make a muscular effort to break the ground, not just step on it while running.

When I see superman not moving when a CGI monstrosity hit him, my first thought was "wow, this looks cheap", and only after I went to rationalize why the impact looked so bad in my head. Yeah, I could rationalize afterwards that "Superman can kill whores Vlad style with his dick, timing his fly abilities is easy", but that is fanwhore wishful thinking. Most people won't rationalize that, they will see that shit, think it looked cheap, and move on. The gut reaction is something a good director needs to be aware of.
