Then it must be great animation. No other factors are considered. You would be considered retarded if you judged anything else in this way, but it's ok for animation because nobody knows anything about it.

This isn't how "budget" works in anime and it is a myth that anime consists of "slideshows." But no matter how much this is explained to people, they are incapable of learning.

If Disney just 100% traced their actors without putting any "original" animation in then they'd be shit too. There's a lot of effort behind making rotoscoped based animation look good. The animator needs to blend both styles together seamlessly.
Milt Kahl is probably the king of classic Disney character animation since he had a great ability to pick out the right motions. They didn't rotoscope everything the actors did.
