I'd say it's more because of the consequences. Take a movie like Deadpool, it has swearing, gore and loads of people die, but no one important dies. The MC's gf dies in the second one but they show that she's in heaven and the MC will eventually join her so there's zero impact. On the other hand loads of good guys die in Dark Crystal. They get drained and drunk and there's no happy end for them. Or take those servants the Scientist has, they're abused, their mouths sown shut and what do they get at the end of their suffering? One gets thrown into a fire and the other gets ruthlessly beaten to death with a chunk of metal. That's infinitely worse than anything most R rated films throw at you.

If I recall the Treasurer was one of the silly side Skeksis in the film like the Scrollkeeper and Ornamentalist, plenty of room to focus more on them. Same with Slavemaster, they were background players.
Garthim Master will probably be the lead villain alongside the Emperor and Chamberlain

Hard question. I would say movie, but be aware that it's a lot weirder and more sparse in plot/character than the show is. It's a simple fantasy tale while the show is a lot larger in scope and deeper in plotting

I don't think they'll redo a Henson film but it would be interesting given the superior writing and substance of the show, and what it could address as far as the rushed plot and weak protagonists of the film.

I don't think "getting away with" is a good way to think about it. Chamberlain is a side-effect of an experiment gone wrong. The UrSkeks weren't evil, they were just full of hubris. They tried an experiment and their punishment was a thousand years of being split in half. By the time they're put back together they've already endured centuries of punishment.

I really doubt Lisa Henson would allow them to remake the movie, she said the #1 goal with this series was "honoring a legacy"

The Emperor is the same though, he's just blasting ahead without thinking things through. Like just declaring war on all Gelflings and trying to take everyone now instead of conserving or planning. He's shown to like and trust General a lot more than Chamberlain even though the Chamberlain is meant to be his adviser at the start. He confides his existential fears in the General, explains his plan with the Darkening, etc, which he seemed to keep from the Chamberlain even before he lost his confidence.

Like Seladon could easily have been molded into an express machine for Gelfing essence given she tried to propose giving one Gelfling from each clan as a tribute for peace, but he goes "No!" and just tries to kill them all. He throws away good opportunities because he doesn't think things through and is consumed by his fear of death and greed for life.

In short Chamberlain should have been Emperor.

I think they wanted him to stand out more voice wise, everyone on the show has a very unique voice you wouldn't confuse when hearing it.

Brian Froud was the designer who came back. He designed almost everything according to Henson's concepts in the original. Skesis and their clothes, mystics, gelflings, are mostly him.

Thank God he was still alive, they brought him back for age of resistance and he personally designed the gelfling clans, new creatures, and the new skesis
