Not sure about federal or other states, but the open yard prisons I served in let inmates move about rather freely. You can carry your paperwork around no problem. The sex offenders were typically just ostracized, unless they were total monsters. The worst ones were taken off the yard or had to pay for protection. I'm sure Cali is a whole other ballpark.
