The combat between Arthur and Orm had literally nothing to do with who ruled. The Ring of Fire is a traditional duel of honor. Orm was just using it to get rid of Arthur. At the end, he could have commanded the forces loyal to him to o erwhelm and either subdue or kill Orm for not acknowledging him as rightful ruler, but it would have lost him a lot of respect in the eyes of the people.
