Nah that’s from earlier on, he works for a clown agency that hire out clowns to businesses or hospital visits, Arthur goes to one with a gun in his pocket (that his friend gave him) and while he’s doing his routine the gun falls out of his pocket and goes off. No one gets hurt but he gets fired for having a gun on him

He does kill 3 Wall Street guys who are super drunk and beat him up cuz they take his nervous laughter as him making fun of them. He gets kicked in and in a quick panicked reaction he shoots them all. It’s then jokingly turned into a movement because the protestors in Gotham think Arthur did it to take down capitalists, but Arthur’s so autistic he takes it as people finally giving him the praise he feels he’s earned.
