Propaganda movies usually aren't trying to look like propaganda. For example that Turkish movie about the Fall of Constantinople is the most hilariously bullshit propaganda ever but it presents itself as a "historical" drama. In general I think it's easier to tell when a foreign movie is propaganda than your own, I didn't notice Saving Private Ryan until some friends from Europe pointed it out to me.

I remember some important Greek philosopher saying he thought art should be illegalized because it allowed for a heavy distortion of reality which others bought as a genuine interpretation, primarily because it accentuated aspects for thematic sense, whilst minimizing other aspects to curtail balanced interpretations, in favour for the artist's vision
