That's an actor from an Amazon streaming show. It's called "The Boys," was released this year, and the character he's portraying is a parody of Aquaman. His name is Chris Crawford, though he goes by his middle name, Chase. In this particular scene, a lobster whose life isn't going well has related to him and his character, "The Deep," has promised to free him from bondage. However, the seafood clerk -- for some odd reason which does not comport with actual reality -- decides to kill the lobster after he requests to purchase it. It's quite unusual. Great actor, great lobster, great series. I recommend it.
