i think Captain marvel should had been a fully CGI character, like rocket racoon, THEY would had saved a lot of money and gotten a better result.

No, they just fucked up when they brushed out the harness and changed the suit for no reason.

I wrote about this before.
1. Likely her hair. They did the same thing in Aquaman because CGI'ing in floating hair is easier than blowing it with a fan.
2. As you can see, the gold on the suit reflects the greenscreen, so rather than roto out the character, they just did a full digital replacement.
3. They changed the suit, slimmed Brie down, and adjusted her posture and stuff. They didn't just do this to the raw plate of her, they did a complete digital replacement of her like they do for Iron Man or Spiderman, or any hero in any sort of action. They do this because honestly, it's cheaper and faster and gives a finer control over the look of the final shot.They just crop in her face and it works.
Essentially, Marvel does this because their actors, especially Brie, are lazy hacks who do are too expensive to risk they fucking up any sort of action shot, so they do as much digital as possible so they can pay the actors the bare minimum and keep them on set for less time.
Also because as these are movies made by committee, with decisions about shots and pacing and action made by groups of executives rather than a creator with a vision, doing it digitally allows them to do all that without having to have an actor do more takes or try and, you know, act.
