The concept of a city populated by anthropomorphic animals where the traits of said animals actually play into society is such insanely fertile ground for story-telling that it'd be a waste to not develop it further.

It's important to remember that it took six damn years for them to make a sequel to Frozen, a movie that made a metric shit ton of money. They likely are already working on a Z2, but they have the luxury of being rich enough to not need to rush. It's more than likely they're still trying to figure out just what the hell to put in the sequel, then start animation work early next year.
