He gives in to Hedonism of gluttony and gay sex with a man he looks up to who's a severe alcoholic so he never gets anywhere in life but he always figures out the gang's schemes in like 5 minutes and he keeps Lahey from completely killing himself even pointing him in the right direction a few times just to let him go enjoy himself. IRL he is a politician and I believe in past Randy was actually a legit cop at some point before temptation took over and he gave in to his hedonistic lifestyle that he maintains by using Lahey (who's exwife owns the whole park) as a puppet

That's kind of a misnomer because the entire premise of the show is little brains, big plans.
Ricky is smart enough to recognize his intellectual deficiencies, but he can outsmart cops and security guards and even throw them off trail. Julian is smart enough to scheme, but he has a conscience and thinks and cares about others and him doing the right thing always comes first. Lahey is smart because he is by the book but not smart enough to bend the rules like the boys can and the booze doesn't help.
Its hard to quantify into something as simple as smart and dumb because everyone is a shade of grey with their own strengths and weaknesses.
