They wanted it to be the next Blues Brothers, but it relies heavily on in-jokes that people who aren't already fans probably wouldn't find very accessible.
Also, if you're already a fan of Tenacious D you'll have seen these same jokes delivered better in the TV shorts

They peaked with their HBO series and their first full length. After that the whole bit got stale.

But that's what you get when you let a puppeteer write a movie for you, and let two lazy stoners write the soundtrack.
The TV stuff was good because it was written mostly by David Cross and Bob Odenkirk, who used the songs Black and Gass had been performing in clubs, and created the characters and story.
