Rumor is New Mutants went into reshoots to find a way to tie it into MCU (which I hope isn't true because New Mutants sounds awful). Also, the new Dr Strange has to do with the Multiverse, so that could be their quick and easy (and lazy) way to incorporate X-Men/F4 characters.

They have a perfect way to do it already. He's been exposed and his identity's been compromised. He was never officially an Avenger to begin with. They really don't even have to explain his absence. Outside of Infinity War/Endgame, the only people he interacted with were from the Iron Man franchise, which is done.
It would make LESS sense to shoehorn him into other MCU stuff. Canonically it just wouldn't make sense for Scarlet Witch to randomly call in Spider-Man for help. Most of the Avengers barely know him.
