Holy shit I just saw this off of Netflix and this 2004 Masterpiece is fucking amazing. It is essentially a live-action cartoon and has the Aesthetics of a masterpiece action comedy.
There is almost nothing like this movie What's So ever.

I recommend Elite Yankee Saburo. A lot more goofy than the Crows films and generally closer to SS/KFH/GoC, but it's got charm.

I also recommend just looking through the film catalogs of Asian actors who primarily are stuntmen - they tend to do a lot of low-budget action/fight-centric stuff, usually fills in the niche you're looking for.
