The question here is the rebel shield. When they turn it on. Obviously they can't keep it on 24/7 or else it would not have been activated when the Empire was detected.
The shield being on requires a troublesome ground assault to deactivate it. It would be a lot easier if the Empire could destroy it from space before it was turned on.
Thus, coming out of lightspeed further away would make more sense. The majority of the fleet could be hidden behind a moon or the planet itself and a small craft or squadron could destroy the generator before it's turned on.
The proper strategy here is therefore not surprise, but stealth

What I would do is repeatedly come into and go out of lightspeed at random points on a sphere around the target planet, adjusting how close I was to account for the time between jumps, so then they'd have multiple incoming signatures all at the exact same range and they wouldn't know which one was me. So they don't know where to run, everywhere they turn there's me.

But wait, why not just fly the Star Destroyers down to the planet and attack with them? Even if we hold it to be true that the shield can deflect "any" bombardment, those ships would make quick work of the meager Rebel resistance.

That's assuming they weren't already evacuating the base, but they were, admiral ozzel was right, even if it was for the wrong reasons. Had they waited for a strike team to go in the evacuation would have been completed by the time they were finished, at least the blockade gave them a chance of intercepting to rebels trying to escape.

Not only does a Star Destroyer require a massive amount of energy to be in orbit but planetary shields are a major issue for repulsor driven craft. You're also forgetting the Rebels had an Ion Cannon. A Star Destroyer with its energy disabled in orbit would be catastrophic.
That's retarded since the Empire's original plan was to destroy most of the base from orbit before they could enable their shield. They knew the Empire was coming they just didnt know when. Ozzel fucked up the element of surprise.

How would they have performed an orbital bombardment? Either they bring the fleet out in which case the shield goes up and they gain nothing, or they send in some stealthy strike team while the fleet hides but the rebels complete their evac anyway and there is nothing left to bombard. Not sure why this is hard for you to understand but the rebels were already leaving before the imperial fleet even arrived. If they had slow rolled it the rebels would have simply been gone before they had a chance to do any sneaky shit and take the shield generator down, thus popping up and trying to intercept fleeing rebels was the best option, ergo ozzel was correct.

I'm fairly certain the plan was to have some ground forces go in and take out the shield right away then move the fleet in right after. The only reason it took so long to take out the shield was because the at-at had to get in range. Also the admiral didn't actually think the rebels were there so he just said fuck it
And while that ground force moves in the rebels are completing their evac, sending in a ground force from farther away is going to take longer, deploying the fleet after the ground force completes its mission is going to take time, meanwhile the rebels are leaving, ozzel was right to pop up and establish a blockade immediately, even if for the wrong reason.

I disagree. Bombing them from space was a better plan. They would've knocked out the ion cannon and energy shield before they could be deployed and grounded the rebellion right there. Ozzel did something stupid which is give the rebellion time. The Empire was forced to land and take out the shields on foot while ion cannons provided cover fire for their escape.
The at at took out the shield in one shot. If the shield hadn't been up the at at takes it out in like 2 seconds before there's ever even an evac then the fleet moves in and the rebels are fucked
