Landa would be even more interesting if he was actually stating Nazi ideological goals while being so suave and humorous. To write an interesting Nazi, you should understand their worldview and goals without the prejudices of our time invading in. That's the way, to be an objective historian about this topic, and minimize the baggage of the contemporary worldview that you bring in as a writer

If what you mean is "how do I get normies to like and relate to a character that's a nazi" I'd recommend writing it so he was forced/pushed into the party or something like that

Make him a traumatized WW1 veteran that joined the party to protect his family better. Everyone likes a family man and the PTSD would give him sympathy points.

Don't conform to stereotypes everyones seen before of cold, calculating, charismatic art connoisseur chessmaster or anything like that. Think outside the box. What would a cheerful carpenter who just so happened to be a Nazi be like? Or a harried office guy who just generally tries to do the right thing most of the time?

An actual Nazi or just a German soldier?

Inglorious Basterds did a pretty good job of writing a likable German soldier with the one who gets his brains bashed in with a baseball bat rather than betray his comrades. The Germans were fighting for their country and ultimately for their survival against Soviet invasion as the war turned against them. Depicting a German who's fighting for the survival of his family and who likely was conscripted into the war wouldn't be too difficult particularly if you set the film on the eastern front with them fighting the Soviets a regime that killed more people than the Nazis did.

A film with an actual likable Nazi who genuinely believed in national socialism would never get made. Nazism is only allowed to be discussed as a cartoonishly evil parody in mainstream discourse. Presenting it as an even remotely defensible albeit misguided political philosophy in the same way one might present communism would simply not be allowed and would get anyone involved labeled a Nazi or a Nazi apologist.

I actually really like what Inglorious Basterds did
It made if feel like the american soldiers were the cruel foolish ones, while the germans were much more clever and merciful.
It gave the film a feeling that no one was the "good guys" and helped it live up to the name of "Inglorious Basterds"
