It's mostly about the budget. The Mummy made fucking 400M which is a lot, in fact it's one of the highest grossing movies of this kind (grim action adventure) but it didn't need 150M budget. If it was made for like 90M it would be successful enough to get Dark Universe going. Look at Resident Evil and Underworld movies. They cost half of that so grossing 250-300m is enough to make them profitable. And yeah, they are also critically panned all the time.
