It was a more recent innovation to use two names (as in John Paul 1 or 2), and the numbering can be a commentary on the legitimacy of previous popes. The biggest example of commentary is that when you choose a popular name, the Pope can also decide the numbering to a degree. So a Pope can say how many legitimate Pope’s have had the same name as himself
