They designed him to be a paranoid conspiracy theorist to make him being cucked in plain sight ironic. He wins in the end though because Redcorn can't have a connection with his son like Dale did.

They didn't design him, the guy who played him pretty much did it all himself. Then he took over as a producer/showrunner/lead writer in the middle period of the show when Mike Judge was too busy taking pills to care.
The show largely moves to a serial format after season 3. They also completely change the majority of the core characters, and many of the auxiliary characters.

It's quite a neat coincidence then because he's very observant but fails to recognize what happens in his own home. It's an accidental masterpiece.
He knows they're together he just trusts Nancy enough to not really conceive of her cheating on him, he always laughs off the possibility whenever it's broached.

From Dale's point of view he has a happy family, so the conflict of "should he know or not" is a real one and the other characters dealing with it makes for good episodes

Greg Daniels (co creator and came up with the character of Dale) states in the short documentary on youtube that he is ignorant of the fact. The whole joke about his character was that he looks way too deeply into conspiracies yet cannot see what's in front of him.
