You're completely missing the point. The head of state can not call their enemies heroes. If they do so, there is good reason to question their competency to lead and their loyalty.
If the state's enemies make good points, the state should be changing their policies, not engaging them. If the state's enemies make bad points and only incite fear/violence, the state should be curbing them at the earliest opportunity. To encourage them would only divide the public and guarantee more violent discourse
