This seems much more ludicrous than this. I mean, we humans just happen to be naturally suited for certain climates, which makes us need clothing while inhabiting most places in our planet. An alien race could easily evolve while being so suited to every type of climate in its native planet, that they could develop complex space-travel technology while never even having to cover themselves with clothes.

With human evolution, building shelters and civilization, which all space fairing civilizations logically would achieve first, living in shelters to make it easier to live in places that have sun, or rain, or any form of weather or predators or the elements (and even wild animals prefer shelter than no shelter)
results in spending more time in the shelters (and along the same note, wearing clothes) which results in the body adapting to staying in shelter and no longer requiring lots of hair or dark skin which causes the body to be less resistant to the elements which makes clothes pretty useful
Also no matter what you say, wearing clothes is automatically better than not wearing clothes no matter how tough your hide is, wearing extra layers to make you more warm or keep the sun off your skin is better than being naked
so any intelligent enough creature will automatically want to do their best to clothe themselves
There's also the fact that any species that wars with other members of the species will want to create weapons and therefore armor to protect themselves from said weapons
Which would be made easier by clothing
So tldr any civilization would wear clothes and would not lose the need/ want to wear clothing for thousands of years after their first cities and therefore wearing clothing would be deeply ingrained in their culture
So naked aliens Is stupid... unless they're so advanced for thousands of years that they never need to leave a controlled environment and eventually decided clothes wasn't necessary
