When you're saying "Freiza’s henchmen" you're really only meaning that one guy who's like the leader of the task force on Namek, Freiza's two personal guards and the Ginyu force who are all the most elite and probably are handpicked to follow Freiza around when on missions.
In the case of Raditz, he of course is suppose to be low born like Goku and thus not exactly a great example. Vegeta is suppose to be "elite" and there is some throw away dialogue that Toriyama wrote but totally just dropped for convenience that Vegeta was "capping out" on how powerful a Saiyan can possibly become naturally at around ~20,000. (the Ginyu force and others are said to have undergone "mutation" to become stronger) So split the difference and say Nappa at around 7,000 is average for a good Saiyan.
The thing about Saiyans is that they are an entire planet of fighters with innate agression. There was a lot of them and they can all change into giant monkeys. They were essentially shock troops to lead assaults, take heavy causalities but always keep fighting.

The treatment of their race is just too dismissive when the average freeza force grunt is under 3k as well. Every time their race comes up somebody takes a shit.
Raditz is likely the absolute standard for sayians with even Nappa levels being rare as shit. If you consider that Raditz tier soldiers can be artificially grown with zero effort, the racism towards sayians makes a lot more sense.

The Dragon Ball Cast are all squash and stretched, with their proportions being anatomically exaggerated for the sake of style, and everyone’s eyes being very saucer like and curvy, yet the fact that Toriyama has drawn actual Asian characters (Dr. Slump, Dragon BOY, Tomato Police Woman )and white people (His Military art series, Star Wars Ep 1 tribute, the majority of the Red Ribbon army in DB) in the same way only proves that Akira Toriyama is not thinking in the same way that you are, some guy who discovered Goku and friends about 10 years after they have been relevant in Japan
