It centralized the power of federal law enforcement and intelligent agencies more than anything in the countries history except arguably the original creation of the CIA and other agencies in the 40s. Literally created the entire DHS. Even after Snowden, people do not realize how much vaster and how much more centralized chain of command is than it used to be. Not to mention the CIA and other intel agencies are held to the least oversight and scrutiny, and have routinely worked with fascists, terrorists and organized crime for decades and decades.
