They're the same width. The pictures aren't scaled 1:1.
On the poster, his face is zoomed in. Compare the width of his nose to the width of his grin - it's the same ratio on both the poster and the toy promo.
They essentially took the photo, rotated it a couple degrees, zoomed in, fucked around with levels for a minute or two, blue-shifted it and made it transparent.
It's a five minute Photoshop job.

Neo is a great piece. By all means, get those glasses if you want. I figured Hot Toys would be the better option for complex fabric designs like with the Klowns. I have not bought a single Hot Toys figure yet but a Storefront Klown would be appealing.

HOW THE FUCK IS IT EPIC? It’s fucking boring from a design standpoint and really unoriginal colour wise and it even features a fucking toy in the background. and what does it tell us about the movie? WOW KYLO AND REY WILL FIGHT WHO WOULD HAVE THOUGHT AND ALSO WE ARE REHASHING AN OLD CHARACTER BECAUSE OUR LAST VILLAIN SUCKED ASS. the original star wars posters were so much more interesting since they basically feature everything in the movie without spoiling anything, showing you that there’s actually a universe that feels meaningful to be discovered.

You should see their millennium falcon. Those figures are around 12in for reference and it has fully detailed interior. They look cool and some of the head sculpts are incredible but that amount of money for nerd plastic isn't my scene.
