It's not Sheev per se, Palpatine is just one of the bodies that were possessed by the Sith.
This was already somewhat telegraphed in TLJ, with Yoda saying that "we are what they grow beyond".
Sith is a ghost that linearly possesses new and new, stronger bodies, Palpatine is just one of them.
We've already seen this concept from Disney in Guardians of the Galaxy.
