Lee manages to get up fast, he managed to escape the arm lock before anything serious could happen
while managing to block and defend himself despite the strength gap when Cliff goes on the offensive after his own offensive failed.
Wish that bitch didn't break up the fight regardless of Cliff getting the upper hand for the most part.
QT said he just wanted a quick and easy way to establish that Cliff was a badass,

Its a meme, its not about the movie, the fight in the movie was inconclusive as Bruce knocked Cliff down in the beginning too. No one is making fun off Bruce Lee (not to mention that this is just a role in a movie)
