I believe at that point the plan had already come to fruition, it's just that Rorschach would try to blow the whistle on it which could potentially defeat the point of killing all those people in the first place if they knew it was a manufactured threat. Everyone else would realize the damage was done and would feel like they should keep quiet to try to maximize the potential success, but Rorschach's autism would mean he'd try to do the right thing even if it could ruin the plan.

Rorshach asked Manhatten to kill him because it was the only way to solve his internal moral dilemma. Rorshachs whole identity is based on refusal to compromise, and his moral code would require him to expose Ozys plot. Rorshach knows that Ozys plot is the only thing that might actually save humanity though.

Rorshach basically chooses to die so that Ozys plan can succeed without him having to break his moral code.

This scene works better in the comic, but to know who rorschach is as a character, just look at the scene before this, where he tells Niteowl to "Never compromise, not even in the face of armageddon". Rorschach is a person that is completely fanatic about his pursuit of justice, which is also why he continued being a vigilante long after it was outlawed. To him the consequences didn't matter, the morally ambiguous "killing millions to save billions" didn't matter, all that mattered was that Adrian committed genocide and needed to be brought to justice, and he would not rest until thats done, because Rorschach doesn't compromise, not even in the face of armageddon. Rorschach saw some bad shit and from that he drew the lesson that people who do crime need to be punished, usually by death, fullstop, no "but", no "maybe they just need help", no "but maybe the crime was good in the long run" etc.
Both he and Manhatten knew that, so as long as Rorschach remained alive, Adrian's farce being discovered was almost a certainty.
