Yes, evil Rey is a red herring, but not in a way you think, the shot isn't of actual Rey but of one of the other clones.
Rey being an amnesiac vessel with built-in Palpatine potential is a salvageable explanation for all of her OP bullshit, in my opinion. The movies are still ass but it could at least give some credence to her.
