when its used well in a film, it serves as an interesting and incidental break from whats usually chaos (the shirts are popular on action characters who shoot or fight their way through scenes and explosions) surrounding them. In a movie like True Romance or Romeo + Juliet, the protagonists are wearing leisurely (and otherwise lame/uncool) floral shirts, and whether intended or not, the outfit gives an effect of stark contrast. iconic characters like that are usually also soaked in sweat, blood, etc. It highlights how far they are from life at a regular or "relaxed" pace
