If they were starting at the beginning, it should take them several season to assemble the crew. I assume the group shot means they are just starting a narrative in the middle somewhere, or doing some plot that isn't from the comics.

For the record, the OP image isn't from the show but rather a japanese commercial for One Piece. The live action show hasn't even gotten a cast together yet, and is still in early pre-production. It only just got some writers.
Also they said they plan to adapt it from the very beginning and "stay faithful" so yeah, this ain't happening.
