Because the human story was realer and sadder, and those of the s word persuasion have bad relationships with their families and don't relate to the themes of forgiveness and loyalty which the brother episode has.
A dog's loyalty is cheaper, and along with its life is far cheaper to lose than a human life or human relationship. The "stakes" of the dog episode were therefore far lower, less edgy and more consumer-friendly.
Even leaving aside that a dog's loyalty matters less than a brother's love, all that was "lost" in the dog story was that Fry never knew just how much the dog cared for him, and the dog never got over his master's disappearance. If Fry's brother's episode had a "bad ending", it would have been depressing for Fry never to realise how much his brother loved him, and horrifying if Fry found out his brother did hate him.
The part plebs don't connect with is that Fry's brother had to make a choice whether to love his brother or not, and he did. A dog's instinctual loyalty to its master is less significant, and even if he had given up on Fry it would have been a positive thing. But because they don't love their own families, and love the dumb loyalty of their "fur babies", they ignore the single best futurama episode.

It's not about enjoy but about prefer. Dog episode is good, but the way people gush about the dog episode but pass over the brother episode reveals a lot about them.
Only because it doesn't rely on new information but on Fry making a choice, and despite being well-intentioned, is the "wrong" one from the perspective of what the dog wants.

It's all retconned in one of the movies though isn't it? The Fry from the future Lars, lives his life in Old New York as Fry. So the dog lives with that Fry and was never left on its own due to Lars travelling back to live our Fry's life.

I never really liked the Fry/Leela thing, because he was a simp who thought he could "be nice" to Leela into liking him.
As a comedic thing for narrative purposes, fine, but it's not really something that building an emotional appeal around works for, like the brother and dog episodes. It's like the simpsons where the most saccharine heartstring tugging episodes are the ones where Lisa's a spoiled brat and sociopathically tries to emotionally bully attention and grand displays from her family members under the claim of "not loving them anymore".
