I don't know enough about the Zodiac case to give a specific opinion. There are rumors and some possible leaks that they are working on creating a genetic profile and that there's some stuff that the police never revealed. If it's true I'm going to wait.
About Ripper I read a lot and spent lots of time on JTR forum. One thing they hate the most is for someone to go there and be certain about the killer's identity (or anything else for that matter) and most of all they hate when some book author comes there and calls the Ripper by the name of his suspect. But I agree with one Ripperologist who gave a basic estimate about the most likely candidate. He said that the odds that it was Aaron Kosminski are about 70%. And it has nothing to do with the shawl the guy who showed just named the most likely candidate which Kosminski was for more than a century but every little bit of new information (like the location of houses belonging to him and his sister) seems to point in his direction but I know he's boring and conventional and people have different flavors of the month like Lechmere (is he even a thing these days?).

But unlike some crazy ripperologists if we had a proof directly linking a Ripper victim and the best Ripper suspect I'd consider it a smoking gun. They would say "well so he paid for a service so what?". If he was the guy there are some better (although inconclusive) evidence. For example one of his houses (not sure if his or his sister's it's been a while) was next to the place where they found Elizabeth Stride. And I mean it if you put it on the map it would be directly next to where they found it. I think some people would only consider it a case solved if someone found evidence that could lead to conviction which I think is beyond impossible now.
