1 differentiate between real persons and movie characters, it just so happens Bruce Lee was involved with Tate investigation so it was natural to have him in the story. Bruce Lee the person wasn't the characters in his movie
2 second layer of this is, this is also a movie, they are characters, you bend reality to fiction, you want your audience to have fun, same reason he kills Hitler, it's not a documentary, so within this fiction he can do whatever the fuck he wants it doesn't have to be more than it is
3 already explained, it serves to make Brad look like a super hero basically, within the movie's context he is a super bad ass with his own mythology and by contrast it gives weight to the Manson clan as threats
4 Bruce Lee movies are cinematically insipid, he just referenced the yellow track suit but the real martial arts kino of the era were those produced by the shaw brothers which were more than about their star, and these are the ones someone like QT probably preferred

He said that Bruce Lee liked to brag and tell people how he could beat up Muhammad Ali, when in reality Ali would probably beat the fuck out of him.
